REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANCY SERVICES FOR THE DESIGN, PRE-TENDER, AND SUPERVISION OF BUND ROAD CONSTRUCTION

1. INTRODUCTION
   The Government of The Republic of The Gambia has received a grant from the African Development Bank (AfDB) to finance the cost of the construction of the 3.5 km Bund Road Project, which is a component of the Fourth Port Expansion Project. The Gambia Ports Authority, through the Ministry of Transport, Works, and Infrastructure (MOTWI), intends to apply a portion of the funds to eligible payments for consultancy services for the design, pre-tender, and construction supervision of Bund Road and Cotton Street in Banjul, The Gambia.
2. OBJECTIVE OF THE ASSIGNMENT
   The objective of this consultancy assignment is to provide detailed engineering designs, pre-tender services, and construction supervision for the 3.5 km Bund Road. The project aims to enhance transportation infrastructure in Banjul, improve access to the port area, and support increased maritime activities and trade in the region. This will involve the expansion of the existing road infrastructure to accommodate anticipated growth in heavy vehicle traffic, improving accessibility, and promoting economic development.
3. SCOPE OF WORK
   The consultancy services shall be carried out in two phases:

Contract Phase I: Detailed Design and Pre-tender Services

1. • Conducting field surveys, engineering investigations, and topographical surveys.
   • Preparation of detailed engineering designs, bidding documents, and tender evaluation.
   • Soil and material investigations, hydrology and drainage assessments, and geometric design.
   • Coordination with public utilities and stakeholders, and preparation of final contract documents.

Contract Phase II: Construction Supervision

1. • Supervision of all construction works to ensure compliance with the design and contract specifications.
   • Quality control, monitoring project schedules, and cost management.
   • Environmental and social management, safety, and coordination with third parties.
   • Certification of payments, progress reporting, and preparation of as-built drawings.
2. ELIGIBILITY CRITERIA
   Eligible consulting firms must provide information indicating their qualifications to perform the services, including brochures, descriptions of similar assignments, experience in similar conditions, and availability of appropriate skills among staff.
3. SELECTION PROCEDURE
   The selection of consultants will be based on the African Development Bank’s “Procurement Policy for Bank Funded Operations,” which can be found on the AfDB website (http://www.afdb.org). The method of selection will be Quality and Cost Based Selection (QCBS).
4. SUBMISSION OF EXPRESSIONS OF INTEREST
   Interested firms may obtain further information at the address below during office hours (08:00 to 16:00, weekdays excluding public holidays). Written responses to requests for clarification will be provided.

Expressions of interest must be clearly marked “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR THE DESIGN AND SUPERVISION OF BUND ROAD CONSTRUCTION” and must be delivered to the address below on or before Wednesday, 08^th October 2024, at 12:00 Hours.
